Ok anywhere we can limit the user groups to use it i would like just webmaster and owner.

This is not a real plugin and do not need to be installed, it is a PHP file just doing the chmod automaticly for your MyBB directories.
After using it, you could simply delete it or rename it to something no one could figure out.
